About the Center 

1.1. The Center for Postgraduate Education (hereinafter referred to as the Center) was established in the Ғылым ордасы complex in accordance with the "Roadmap for Training Scientific Personnel at the Ғылым ордасы Research Institute in Cooperation with Al-Farabi Kazakh National University", approved by Order No. 166 of the Minister of Education and Science of the Republic of Kazakhstan dated May 21, 2014. 

 According to the mentioned order, the CPC is a structural unit of the RSE for PCHV "Gylym Ordasy" and carries out its activities in accordance with the Charter of the RSE "Gylym Ordasy" and this Regulations.

 1.2. The CPC is headed b

y the head, appointed by agreement between the General Director of the RSE "Gylym Ordasy" and the Vice-Rector of al-Farabi Kazakh National University for the integration of science and education.

 1.3. The Central Public Service Commission is guided in its activities by the current legislative and regulatory acts of the Republic of Kazakhstan, the administrative documents of higher authorities, the Charter of RSE "Gylym Ordasy", and this Regulations.

Structure

2.1. The order of functioning, placement of the CPC, its logistical support is carried out in accordance with the procedure established in RSE "Gylym Ordasy".

 2.2. The CPC works in strict accordance with paragraphs 1.1., 1.2., 1.3., 1.4. of this Regulation within its functional purpose and competence. 

 2.3. Employees of the CPC, according to the approved staffing table, are:

2.4. The duties and work assignments of employees, the reporting procedure for completed work, business trips, vacations, and other issues related to the organization of the CPC activities are within the competence of the Center's head.

 2.5. In the absence of the CPC head, his duties may be assigned to the chief specialist, at the discretion of the General Director of RSE "Gylym Ordasy" and the Vice-Rector of Al-Farabi Kazakh National University for Science and Education Integration.

Services and applications

3.1. Organization and coordination of the entire "life cycle" of the process of training master's and PhD students in the programs of research institutes of the Committee of Science of the Ministry of Education and Science of the Republic of Kazakhstan (hereinafter referred to as Research Institutes, Research Institutes of the Committee of Science of the Ministry of Education and Science of the Republic of Kazakhstan):

 3.1.1. Organizational assistance to Research Institutes of the Committee of Science of the Ministry of Education and Science of the Republic of Kazakhstan in terms of the quality selection of candidates for training in the programs of Research Institutes in accordance with the Rules for Admission to Master's and Doctoral Programs in Higher Education Institutions of the Republic of Kazakhstan.

 3.1.2. Calculation of the volume and structure of the teaching load for professors and lecturers (hereinafter referred to as "Lecturers") from among the scientists and specialists of the Research Institute.

3.1.3. Involvement of leading scientists and responsible employees of the Research Institute in the educational and research processes in the master's and doctoral programs at all stages of their organization and implementation. 

 3.1.4. Ensuring the high quality of the educational and research processes in accordance with the current requirements determined by the strategic interests and priorities of the Republic of Kazakhstan in the field of science and education, the level of the best global models of training specialists, and the mission of the Kazakhstani higher education system.

 3.1.5. Organizational support for the educational and research processes in the Research Institute's programs, compliance with the regulations and procedures for conducting academic classes, and compliance with the labor and academic discipline of the teaching staff and students.

3.1.6. Providing scientific and methodological assistance to the teaching staff from among the scientists of the Research Institute in determining the content and structure of educational programs; in the formation of educational and methodological complexes of disciplines of master's and doctoral programs in accordance with the State Educational Standards of the Republic of Kazakhstan;

 3.1.7. Compliance with the rules for selecting foreign scientific consultants for PhD doctoral students.

 3.1.8. Ensuring constant monitoring of the electronic support of the educational process ("electronic journals" for master's and doctoral programs; monitoring of the level of knowledge and research work of students);

 3.1.9. Timely and efficient organizational and advisory drafting and support of all types of documentation and workflow related to the training, research, internships, and doctoral studies of master's and doctoral students at the Research Institute.

3.1.10. In cooperation with the Research Institute of the Ministry of Education and Science of the Republic of Kazakhstan, maintaining the personal files of students in accordance with the established rules and procedures.

 3.2. Ensuring effective cooperation with the Ministry of Education and Science of the Republic of Kazakhstan, Al-Farabi Kazakh National University, and the Research Institute on all issues and areas of implementation of educational programs at the Research Institute based on the RSE "Gylym Ordasy".

 3.3. Organizing scientific events at the Research Institute based on the RSE "Gylym Ordasy".

 3.4. Coordination and support of international cooperation between the Research Institute and foreign educational and scientific centers in terms of establishing the necessary connections and contractual relations for the implementation of educational programs, inviting leading foreign scientists to conduct visiting courses and participate in scientific events (conferences, scientific seminars, consulting courses, etc.).

3.5. Summarization and analysis of materials that determine the functional purpose and main areas of activity of the Central Public Library; creation of a database of the results of the Central Public Library's work, a bank of methodological tools, and a specialized library.

 3.6. Organization and conduct of comprehensive analytical and monitoring studies by own forces and with the involvement of experts, which contribute to improving the efficiency of the Central Public Library's and Research Institute's activities in implementing educational programs.

 3.7. Preparation and publication of materials summarizing the work of the CPC in the main areas of its activity (summary data, reports, etc.).

 3.8. Providing the Ministry of Education and Science of the Republic of Kazakhstan, RSE "Gylym Ordasy", Kazakh National University, and interested government agencies with information and analytical materials on the activities of the CPC.

From September 1, 2025, the academic year 2025-2026 began for 150 doctoral students of the Research Institute "Gylym Ordasy".

On September 8, 2025, a meeting was held at the Central Public Library with 1st-year students.

 On October 20, 2025, a meeting was held with a delegation from the University of Central Asia. During the meeting, the guests visited the Museum of Rare Books, the Museum of Archaeology, the Museum of Nature, and the Restoration and Conservation Center.
